In November 2013, then-Ukrainian President Viktor Yanukovych decided not to sign the agreement, including its trade element, the “Deep and Global Free Trade Agreement” (ALEC). On 21 March, the ukrainian Prime Minister-in-Office, Arseniy Yatsenyuk, signed the political component of the Association Agreement, but not the DCFTA. On 26 June, newly elected Ukrainian President Petro Poroshenko signed the DCFTA. At the EU-Ukraine summit in Paris in September 2008, the parties agreed that the new expanded agreement would be known as the Association Agreement. In March 2007, negotiations began on a new expanded agreement to replace the previous PARTNERSHIP and cooperation agreement between the EU and Ukraine under the EU-Ukraine Action Plan. The agreement requires regular summits between the President of the European Council and the President of Ukraine. Members of the Council of the European Union and the Cabinet of Ukrainian Ministers are also scheduled to meet regularly, as well as members of the European Parliament and the Ukrainian Parliament, as well as other officials and experts from both sides. The Association Agreement, in its scope and thematic coverage, is the largest international legal document in Ukraine`s history and the largest international agreement ever reached with a third country by the European Union. When and how has the association agreement evolved? The parties will gradually establish a free trade area known as the Deep and Comprehensive Free Trade Area (ACFTA), over a maximum transitional period of 10 years from the time the agreement comes into force.  On the proposal of the EU and on the agreement of its Ukrainian counterparts, the agreement received the final and official title of “association agreement between the European Union and the European Atomic Energy Community and their Member States, on the one hand, and Ukraine on the other”. The idea of an association agreement was launched in 2006, which led to discussions in 2008.
